Help!

Ok, so I've spent the better part of the last week modding Skyrim and I finally got around to playing it some last night and it ran 30-40 fps on my Dell Laptop with 60+ mods. I use NMM the second newest version (I'm new to modding) 0.60.16 I believe and I just deactivated Enhanced Blood Textures cuz it was dropping my fps by 3-5 frames. I deactivate it and go to load up the game, I get to the menu click continue wait 45 seconds then crash to desktop. I'm currently using Unnoficial Skyrim Patch, Build Your Own Home, Insects Begone, No Spinning Death Animation, Crimson Twilight Armor, Demon Hunter Armor, Hunting Grounds Outfit, Immersive Armors, Midnight Breed Armor, Scarlet Dawn Armor, Witchet 3 Armors, zzz jays Wardrobe, Heart of the Beast Feral Sounds, Calyps Animal Ears, Ultimate Combat, VioLens, Aurora And Twilight Followers, Werewolf Followers, Skyrim Performance PLUS, Arissa Follower, Riften Misfits, Bestial Hunger, Realistic Ragdolls and Force, Werewolf Loot, Apachii Sky Hair, Thr Hairstyler, Extended Encounters, Pumping Iron, Face Light, aMidianBorn Ebony, Bigger Badder Werewolves, CBBE, Northborn Scars, AFT, Climates of Tamriel, ToL, Werewolf Mastery, A Quality World Map, RaceMenu, BodySlide Studio, Skyrim Project Optimization, Immersive Weapons. That is also my load order. I run it through LOOT and it says it's fine. My system specs are: Dell Inspiron 3521 Intel Core i3-3216U 1.80 GHz 4gb RAM 64 bit operating system and a Intel HD4000 graphics card that can run almost all games at 30 fps or higher I also run Windows 8. I don't know what's wrong I only know that it probably has something to do with load order, though I ran these same mods last night just fine with Enhanced Blood Textures as well. Any insight would be helpful.

Note from Author: This is a laptop but I know it's reliable and can run modded Skyrim well. I have LOOT, BOSS, TES5Edit, SKSE, and NMM. I've fixed small issues before with the help of guides but I've scoured Google and could not find anything. This is a very annoying and troubling issue and I would greatly appreciate a fix.

Does it still work if you re-activate EBT's?

Ok it seems I've run into a very odd problem, not as game breaking but very annoying and time consuming. So after I managed to get Skyrim to load properly, I play it for a couple of hours I go to fast travel, but I can't because fast travel is currently unavailable from this location. Same mods as before. But a wait a little bit, transform into a werewolf and I can fast travel. I've seen others having this problem but with guards pursueing them. None like my issue. Fast travel is very important and would be a major time waster if it won't work. Any insight into what's going on?
