Low GPU Usage although FPS sink

HI there,

my Setup is looks like this,

 

Windows 7

FX - 6300
GTX 960 4gb (latest driver)

8 gb Ram

SSD

When ever i enter bigger cities, the fps drop from 60 to around 40. The problem is that my GPU usage also sinks.

For example when i was at Trinity Plaza, my FPS dropped to 40 while my GPU usage was still at 50%. Most of the times

this only occurs in cities, wasteland and interiors work quite well.

Anyone has encountered similar problems and maybe even has a solution ?

You could check, how many hardwarethreas FO is using. On several systems, FO is not set up right, and uses only 2 cores.

Then, in cities there is much to load and handle, besides full cpu-power. Huge bunch of scripts for example. They do not have that impact on every CPU-sektion, but they bring the engine to its limits.
