I have really weird error with editing "Armorer" perk

Hello.

I'm editing and adding perk.

But I faced really weird bug.

I edited armorer perk.

Then It is divided into two perks.

The one is Error perk and the other one is edited perk.

Error perk is error.

 

Other perks are can be overwritten but it isn't.

It cannot be deleted by console.

But it occupies place of armorer perk.

I can't invest new armorer perk(edited armorer perk) due to that.

Even I can't invest error armorer perk.

And its description doesn't change with ranks.

It has same description same as rank 2.

 

I thought it happened because I invested Armorer perk.

But that error happened with new character.
