Cant activate a particular quest event

Got a strange one here.

I cannot activate an E key labelled, Inspect for several Blood Splatters, in the Reunion quest, with some strange mutt called Dogmeat, that Mick Valenrine called with a whistle, I ignored a mutt just like it near Sanctuary, it's not a companion for me.

I haven't rebound anything, that uses that key and have no other issues activating anything else.

Anyway being the resoutcefull type I resort to using the Avtivate command, using the Console.

But whrn I click on rge activate square in the console, instead of the expected ID, I get;

So i'm stuck, I've not seen anything posted about this issue, so assume others can see the ID. if someone could provide me with the Blood Splatters, these are the only Blood Splatters I've found and are in a walled sunken road, accessed by a flight of stairs, with the dog waiting in a doorway opposite the stairs.

With the correct FormID a may be able to fix or bypass the problem.
