Weird shadow 'pop in' through fog

Hi all,

I've had this weird issue where shadows seem to sortof 'pop in' through fog. It happens any time I look at a new area in foggy interiors, about one second will pass by and then shadowy outlines of objects will just kind of pop in. It gets pretty annoying when it's constantly happening xD If I reduce the shadow quality from ultra to high, there's no pop-in effect but I can still see the outlines of objects through fog.

 

I've been using Fogout to get rid of the interior fog, but I actually like some of the foggy interiors and wish I could keep them without this glitch. Hoping someone on here has had the same issue and found a fix.

 

I'm using a cinematic reshade preset, the dynamically adjusting shadows for better FPS, Darker Nights, and a good deal of other mods too. I honestly don't know if this is even mod related or not :/
