FPS Performance Issue

Hey gents, so I'll start with the problem I'm having, I cant seem to get past 30-40 FPS, ever. My rig:

i7 (8 by 2.5)

GTX860M (4GB)

16GB Ram

So I've tried all the tricks and tweaks, tried downloading different mods that are supposed to be preset tweaks for low end computers, I've even downloaded the nvidia inspector and forced vsync to OFF, and capped framerate to 60 for Fallout 4. No matter what I do, whether I set my graphics to Ultra, or to Low, my FPS stays the same, starts around 36-38 and then settles around 31-35. Please give me some advice, I'd like to believe that my GTX860 and i7 can produce a little better performance than this. I've seen guys with an i5 and a GTX760 run 60FPS on close to ultra-high.

I'm playing on an i5 2500k, Asus GTX660ti OC 2GB andere 12GB RAM, vsync off, capped at 40 fps (I'd rather have a "low" framerate than high fluctuations) but still get drops to around 30fps when godrays are set to ultra. Those are very gpu intensive. Same with shadows. I've set them to medium (also for shadow distance) and manually set the filters to three in the falloutprefs.ini so they look a bit smoother. Shadow res is 1024 in that case.

 

Only problem I got with shadows is that they appear very close to me as I walk forth and disappear when walking backwards. But that probably something else as GTA V is doin g the same.

Yeah I have literally everything on the lowest possible, limited shadow distance, shadow res, uMap Load limit, particle limit, godrays is completely disabled (in .ini). It's weird because I run games like mad max, MGSV, even Witcher 3 which is one of the most demanding games on PC all on high or very near to it. But not Fallout
