Can Anyone Help Me? Please And Thank You!

So, is anyone else experiencing this weird bug? Sometimes, after I kill something, it'll have these weird stretched out (what I believe to be) textures. The thing about this bug is that you have to look at it's general location (somtimes at different angles) for it to blind you. I've also seen this happen on a ghoul who is not yet dead.

I get them also but they happen anytime, first time I got them is when I played fallout 3 on my xbox 360 happens most at rivet city, I also have the same game on pc from steam does not happen on pc game, now it started on my fallout 4 pc game on steam ,don't know what to do .
