.DDS Animation - TV mod?

Disappoinhted to see Bethesda simply copied an old FO:NV mod to get their 'working' TV in the introductory sequence- I'd assumed they were rendering the newscaster in realtime to a texture as any other game engine from the last 10+ years would do.

However, I commented in the other TV thread that the sprite-sheet method can be used to do real user video by having an external copy of VLC player running, and capturing, compressing and combining the output in realtime to a .dds resource.

The ingame TV would become TWO seperate TV models, each with its own sprite-sheet, and each existing for 30 seconds before the other was swapped into its place. While one was playing 30 seconds of sprite-sheet video, the external program would be prepping the next 30 seconds in the other sprite sheet.

VLC player, frame capture, DXT1 compression and assenbling the data should be less than 30% of one i5 core at 3GHz.
