Change Ghoulish Perk

I would like a mod to change the ghoulish perk, as at the moment it is pretty worthless and the description was misleading. As such I would like to change it to how I perceived it to work.

 

Basically radiation heals you, and does not give you radiation damage, as with a feral ghoul when shot with radiation.

Possible make it require the final rank or second to remove the radiation damage?
