Make Settlements Cough Up Lost Items

Has Sanctuary eaten some of your comics and toys too? Tired of waiting for them to reappear in the middle of the road? Until OCDecorator has expanded enough to turn all these objects static, I'd like to see a mod that somehow gathers all these things and plunks them in a box or something. Not sure how this would work. Maybe it could involve detecting object collision, so things that have fallen through the kitchen counter can be found. It would depend on if the items are gone or floating in the cell somewhere.
