I guess that if the settlers are mortal and they get killed before you are sent to help them, you won't get the quest, as there will be nobody alive to help.
WaRi0 Posted May 6, 2016 Posted May 6, 2016 It seems like Preston sends you to Tenpines Bluff about 70% of the time and Oberland Station about 30% of the time, at least in my experience. Either way its always Corvega Assembly Plant that they send you to clear out so it doesn't matter much but its much easier getting to Oberland since you just follow the railroad tracks and discover Greygarden along the way which gives you lots of mutfruit to plant in Sanctuary. :)
