In vats weapon does no damage and then after as well

I am trying to buff the flamer damage, but when I use it in vats it does no damage. Then after i leave vats and im still firing it, it won't do damage until i stop firing it for a few secs. Anyone know what im doing wrong. All i did was increase the energy damage with fo4edit.

 

I found out the problem its just a glitch with the flamer disabled all mods and it still wont hit in vats and after still does no damage.
