power armor bits appear randomly

I have 2 empty power armors standing near a power armor rack. Whenever I fast travel a bunch of random pieces appear in each of the power armor slots (so like a previously empty power armor now suddenly has chest, legs and arms). As a result I have "farmed" 5 full sets of power armor modules.

Also often all of my containers have random scrap loot appear in them and in general sanctuarry hills loot resets..

 

idk why all of this is happening. Maybe this is because I'm installing/updating mods? but all the mods I'm updating are mostly texture packs and other unrelated to power armor or loot stuff.
