Option to automatically add or remove mods at a workbench

I've saved up a bunch of combat armor and some weapons to equip my settlers with, of coarse most don't have the best mods. Would it be possible to create a mod for the workbench which would automatically create the pieces I want out of the stuff I supply, possibly even recycling the materials from the old mods?

Somewhat similar to the ammo creation mods in Fallout NV, at the ammo workbench there was an extra container to put your ammo in, it would then reduce the ammo to lead, shells, primers etc. Could something similar be created to put say armor in a container, it should then reduce this armor to it's unmodded version and you would have loose mods or even a bunch of crafting materials for these mods. After reducing this armor or weapon to it's base version there should be a way to create multiple of the same item in a batch, say 20 heavy polymer combat armor chest pieces.

 

I dislike working with console commands and I even read somewhere that it's not possible to just create say 100 heavy polymer combat armor chest pieces.
