Is there a mod that makes it so ghosts/skeletons/zombies/wraiths all LOOSE health from healing effects rather than GAINING health? Is this a basic part of the game that I didn't know about?

In short... No. the actual effects of spells are hard coded. Restore health will always restore health. While you might be able to attach an ability which checks if the owner is being affected by a restoration effect, and causes damage if it's found, there would be no way of detecting the strength of that effect, and you would still have to offset for the initial healing. In addition, most healing spells aren't duration based, so it is likely that even then the effect wouldn't trigger the damage script.

Supreme Magicka

* Restoration

 

Now roleplaying a cleric or paladin is as easy as selecting Restoration as a major skill. Since Restore Health restores life energy and undead are the opposite of life, they will take damage from these spells instead. As such, all Restore Health spells (including custom and modded) can now damage the undead.

Your link doesn't work. While I like being proven wrong (happens often enough), I would't mind taking a look at the mod and seeing how they accomplished this without doing pretty much what I said they would have to do.
