Are you launching the game from the Witcher exe or some other method?

I started the game starting .exe on the x64 folder and continues with the problem.

My first trouble shooting inclination would have been to make the input files Read Only..but you tried that already, the secondary line of thought was that you were using a manger to launch but that also is nixed since you are not. Are the input files originals or amended to suit a mod, IE : with additional input lines?

They are original . I can only change something definitive in the game menu .

When you de-installed the game, did you also remove the games\ Witcher 3 folder in your documents folder and did you delete the old Witcher 3 main folder with whatever remained before re- installing? In other words did you remove all traces of the game prior to putting the Wild Hunt back in?

not, the savegame folder I kept.
I did some experiments and it seems the save files keep the settings.
