Completely neutral, exception of being sided with minutemen with all workshop stations unlocked, and maybe first brotherhood missionVault 81 quest donesettlements completely empty, maybe a little bit in sanctuary or the castle since thats needed for the minutemen questmale character most of the obvious dungeons done.
