Help w/ Expanded Hot Keys and Spell Delete

On my second install of Oblivion, I seemed to get everything right but Expanded Hotkeys and Spell Delete, I had it working on my last Windows install. This time, I don't know what is wrong? Could it be OOO or the fact that I installed it after Darnified UI.

 

 

I mean no disrespect to console gamers, but the Expanded Hotkeys mod is critical. There is almost no point in continuing to play the game without it.

 

So can anyone tell me now to get Expanded Hotkeys and Spell Delete working again?
