Armour Leveling Mod

Hey, how hard would it be to create a mod that does the following?

 

Unlock all upgrade locks, but make it so that crafting anything beyond your skill level has the chance to break.

 

I.e. if you craft a lvl 2 gun nut mod and you only have lvl 1, you have a 25% chance for the weapon to explode on the first shot, then 12.5% on the second, and 6.25 on the third... Or for armour, 25% and reducing chance to break and become useless everytime you get hit.

 

If say you had lvl 0 and were crafting way beyond your skill, allow it, but make the chances of something bad happening worse.
