Can't get moding started

So here is what i have done to the best of my abilities to try and get mods working for Fallout 4,

In my FallOut4Pref.ini i have added the lines,
[Launcher]
bEnableFileSelection=1
uLastAspectRatio=1

and in my FallOut4Custom.ini i added the lines,
[Display]
iLocation X=0
iLocation Y=0

[Archive]
bInvalidateOlderFiles=1
sResourceDataDirsFinal=

Like is shows in the video. i must also mention each file itself is not read only.
Going from This PC, Documents, My Games, Fallout 4.... all files (ini Files) have "Read Only" Unchecked.

Going from there i install NMM...
note that this is the newest version (0.61.4) for windows 10....

in the game detection part of setting up NMM i chose Fallout 4
after this i then get the message telling me i need to choose where to store the mods.
I pick the default which is
C:\Games\Nexus Mod Manager\Fallout4\Mods
C:\Games\Nexus Mod Manager\Fallout4\Install Info
C:\Games\Nexus Mod Manager\Fallout4\Mods

for the three options.

Once i hit finish there is a screan that pops up with Read only at the top left hand corner of it.
The screan says, "plugins.txt" is read-only, so it can't be managed by nexus mod manager. Would you like to make it not read-only?

from here i hit yes.
Now i have NMM up and running and i have 3 Mods i have chosen to try and see if they will come on when i start the game.

This is where i end. I cant get the mods to work, i have done everything any one has told me to do and alas nothing has worked.

Please note that i cant find the actuall location of the Plugins.txt of Fallout 4 so i havent been able to change that. also i have been told i need to launch from NMM, so i have been soing that as well.

So if anyone can tell me where i went wrong, please help me.......

you have to enable them with the manager. click on the mod file and select the checkmark. You also have to check the plugins tab and put checkmarks in the boxes of plugins you are using. Once you get used to it its really easy to turn various mods on and off or otherwise manage those files
