Crashing a little bit after startup

Yesterday around noon I was playing fine, roaming around with Cait, killin Super Mutants, and other stuff. It became a bit too easy so I reinstalled Arbitration to up the NPC damage, and suddenly now after about 5 seconds after starting up, the game crashes to desktop. I thought it was the mod, so I disabled it. It didn't work. I disabled all mods and ran it agian, but still nothing. I ran it without using F4SE and used the default launcher and it actually works now, but without any of my mods on. It crashes at the same amount of time no matter what. When it first happened I had the intro video disabled, and it crashed. I enabled the intro video again, and it still crashed at the exact amount of time. I've uninstalled Fallout 4, making sure all files installed outside of NMM were deleted before reinstalling it, and still does it. Anyone know what I can do? I really want to get back to killing Super Mutants

 

Edit: I painstakingly reinstalled each mod one by one to see if it was a specific mod doing this, or if it was a combination, or even if it was the wrong order. I figured out it was the No Perk Level Requirements mod that made me crash. I'm unsure if it's because I have the mod Better Perks, or if it's just the mod itself. I don't know how to delete a topic, or if I even can, but if a moderator sees this feel free to delete the topic

arbitration seems have issue far as i know with any other mods (forgive me not tech savi just guessing) so i recommend another mod as no matter what i remove that mod has issues with any mod i try use.

I don't think that's it because I've already uninstalled it, and deleted it, and still nothing. I was playing fine with it as well a few hours before I reinstalled it
