I bought a new SSD for that reason but that didn't fix it. I'm playing on a new installation of Windows 7 on the SSD with no software on the SSD besides Fallout 4 and Google Chrome (which is off when I play the game). My specs: GTX 970 @stock (temps don't go beyond 70C in-game)i5 2500k @4.2 Ghz (temps don't go beyond 65C in-game)8gb DDR3 ram @1600MhzGigbayte Z68p-DS3 motherboardSamsung 850 EVO 250 gb SSD @ 6gbps SATA I also tried installing the ENBoost mod and setting my total ram size at 6 gb by following the steps in this video: http://www.nexusmods.com/fallout4/mods/332/? And I also download the Dynamic Shadow Boost mod: http://www.nexusmods.com/fallout4/mods/1822/? And while these two mods did improve my general performance, the above two issues in the topic title are still a problem. What can I do to solve them short of completely buying a new computer? Also the actual game settings: Everything on max except -Shadows on high-Shadow distance on medium-God rays on low and full screen (I tried borderless but it didn't fix the problems and actually introduced some sound delay when weapons are fired) Also tried 'iPresentinterval' enabled and that also made general performance smoother but didn't fix problems in the title.
