Fallout 3 styled Fallout 4

Ok, Fallout 3 was my first Fallout game, and, it had this feel to it that Fallout 4 doesn't, I would like a mod that atleast tries to recreate that "feeling". I found a reshade for the ENB thing I wanted, the alone Reshade, How about a retexture for some weapons, and a remodel once the tools come out, I'd like a remodel of the sniper barrel for the plasma rifle, I want it to look like the fallout 3 plasma barrel, and some more "depressing" retextures from fallout 3, like rustier weapons or something.

Well there are already mods that "Improve" on fallout 4's graphics.

As for weapons and armor, i'm not certain, but this MAY have to wait for release of the G.E.C.K.
