Vendors won't sell or let me buy anything, Cant start up certain quests either.

Ive been to Diamond City and GoodNeighbor and they wont let me buy or sell anything when I talk to them. Just their audio dialog comes up and thats it. No menus or anything pop up. There are even quest I cant even do. Like the Silver Shroud. I talk to Kent Connolly and nothing just his dialog about how things are crazy in GoodNeighbor and thats it.
