Random Creature Levels

Can someone make a random creature level mod so that you can face any creature at any level, making the creatures from Oblivion, Knights of the Nine, All Downloadable Content, and Shivering Isles, all random? Like a max level character would have a chance of fighting a rat. I know there is one of these out for Oblivion, but it doesnt randomize any of the expansions or addons creatures.
