Elder Maxson Wears Power Armor

So it occurred to me that despite wearing it in 'Airship Down' when fighting the Brotherhood, Maxson does not use power armor when actually assaulting the institute. I was thinking why shouldn't he wear it into battle if he obviously has his own Suit?
