'Activating' Unremovable Armor

Hey folks. I'm working on a patch for FWE that gives you the option to remove the collar from the slave alt start. Ideally, I'd like the player to be able to click on the collar in their inventory and activate a message box with a skill check--like the Megaton bomb. However, the collar's unremovable by default, which means the OnUnequip function doesn't trigger the message box. I'd hoped OnEquip would do the trick, but that doesn't seem to work either.

 

Any ideas/potential workarounds?
