Every game has a top files list that rates every mod for that game from the most popular to the least popular. For Oblivion it is here. http://www.nexusmods.com/oblivion/mods/top/?

As these are the most popular, they will be the same mods that most people recommend.

That doesn't mean you should blindly take the first 100 and expect them to all work - as some will not be compatible with some others, and some you may not care for.

Start with the most endorsed files of all time. When you get to the end - there is a 'Forward 100' click on that and you will be shown the next 100 in the list

Then nearly everyone has a few hidden Gems they like

Some I like

For your first run, I would focus on things that either enhance vanilla play or fix it. So definitely the unofficial patches. Then AULIAS (so you don't have to worry about getting the worst level of a cool quest reward), a leveling mod (the simplest is +5 attribute modifiers, or SPAM), Darnified UI, HUD Status Bars (you've modded before, so although that can be complicated, you should be able to handle it), and a hotkey mod (my favorite is Super Hotkeys, but Enhanced Hotkeys is more popular). The only other gameplay mods I would recommend for a first playthrough is maybe a horse commands mod and/or saddlebags mod.

For aesthetic purposes, I would recommend adding those after you've played vanilla for a while. You'll have a better feel for what you do and don't like about its looks. But when you get there, All Natural, Animated Windows and Lighting, Oblivion Reloaded and a texture pack or two - QTP3 and Oblivion Grass Overhaul are great starting points. I would also recommend throwing a body mod in - HGEC is the biggest female replacer and most supported, but Robert's Female Body is also popular. Robert's Male Body is *the* go-to for male bodies. Definitely pick up Oblivion Character Overhaul v2.

If I were you, I wouldn't worry about any quest or overhaul mods right now - the vanilla quests are quite good and overhauls are best chosen when you have a sense of what you do/don't like.

For stability, pick up Oblivion Stutter Remover. Others may recommend Streamline or the Crash Prevention System, but both are outdated. The best mod manager for Oblivion is Wrye Bash, and you should choose LOOT or BOSS to sort your mod list.
