Infinite loading screen when trying to reach the Fort via boat

Hi,

 

I'm in desperate need for help. I've started playing New Vegas recently, and had this problem with my first two character : what happens is that when I try to go to the fortification hill to meet Caesar for the first time, I run into an infinite loading screen every time. I've tried it after de-installing all my mods, with no luck.

I should mention that I'm running Windows 10 and launching the game with the NVSE launcher and not using the 4GB patch, which for some reason never worked.
