Weird visual lighting glitch

See those awful pixelated edges? I can't for the life figure out how to get rid of this. What is this even? It happens only in outside. No lag, freeze or stuttering, just this awful shi-... on objects edges everywhere when being casted on with light. This does not happen in shadows or inside the buildings.

 

I tried reinstalling the whole game, my drivers, get rid of all mods and visual enhancers such as ENB and ReShade, but even the clean vanilla from fresh reinstall has this problen. I don't encounter this in any other games. I tried on low graphics settings, tried the godrays fix that has been floating around for a while for nVidia users, tried screwing with the nVidia control panel settings too but without any good results.

 

It just started happening today when I started regularly just playing the game, I had changed nothing nor installed anything recently on my PC.

In the launcher, hit the Low Settings button, then manually change every setting in Advanced to their highest setting, but leave Godrays alone (should be on off). Also try launching the game using Borderless Fullscreen.

Unfortunately none of those ever worked for this, even with almost every graphical thing either disabled/set on lowest possible value, I still get this awful glitch everywhere in light. I wish I'd had the skill to be computer whisperer to know what on earth is going on in my game.

Yes, I found what's wrong.

 

It seems that version 1.9 of the mod "Scrap Everything" corrupts the game and all saves, causing this issue. Reverting back to 1.8 fixes the issue on saves that use this mod.

 

I most likely made a mistake when reinstalling the game and starting a whole new game, when I was actually loading already corrupted starter save and thought it was ingame glitch, silly me.
