I cannot for the life of me find anything on Google about writing hlsl shaders for Oblivion. Finding general information on hlsl is easy enough, but I can't find anything on the Oblivion-specific implementation, such as how the game actually exposes render data to the shaders. Has anyone written anything on this?

Best bet is to look through the existing OBGE or Oblivion Reloaded shaders. The old OBGE wiki is archived here. Vtastek of Godrays may also be of some help if he is still around.
