What we basically have in fallout is people who have been in the commonwealth for years and nobody has ever made weapons like for example a crossbow or a regular bow these could be added with different ammo capabilities like incendiary, armour piercing or explosive and be upgrade like a regular bow being made into a compound bow. In general there seems to be a lack of non firearm based weaponry that people have made because there are pipe rifles everywhere but nobody has made a knife themselves what are these wasteland dust monkeys doing seriously.
