Custom Ammo mod (Work-in-Process) having save issues

Hey everyone, I've been making a mod for fallout 4 using FO4Edit that balances weapons to my liking, adjusts current weapon mods, adds new weapon mods, and most importantly adds a new tier of weapon mod for different ammo types. Everything has been going fine, if rather slowly due to time constraints, but I've bumped up into a saving issue for the weapon mod that changes ammo types.

Currently, I have added a new weapon mod category to the double barrel shotgun. I've done this by making a new constructable item, a new weapon mod, a new keyword, and by adding that keyword to the shotgun. It works great, for example I can go into a weapons work bench, attach the slug rounds mod in the new mod slot at the bottom of the page, and the shotgun will now fire 1 single bullet with increased damage. But after I save and load the game up again, the game has forgotten that I had that mod on, and I have to go reattach it. Its a real pain, and I think it demonstrates an underlying problem with the way I'm building the mod. My suspicion is that when the game saves, it doesn't save the new mod slot because that slot was never there in the original game. Is there a way to fix this? If so how? Any help is appreciated!

For the time being, I'm going to switch to creating the mod using receivers, similar to how certain weapons have things like .50 caliber rounds, etc. Any help would be appreciated though. I think creating new weapon mods is cool, but adding a new mod slot would be much better. Thanks for any help
