bleeargh
Well I ended doing the very thing I dreaded. I uninstalled all the mods I had loaded via the oblivion mod manager. I started a new save game, got the test character to Jauffre and saved. Then I proceeded to load the mods one by one, each time talking to Jauffre to see if the voice changed. After about three hours I finally found the culprit. It was the Beautiful PeopleV22 - MaleReplacerV4.esp. I can live without this mod. Then I loaded my level 30 character that I have all this time and energy put into to see if it worked and YEAH it did! I'm just glad I finally fixed this.Huntragon: I wish I had read your post before I put all this time reloading all the mods. Your fix probably would have doen the trick. Thanks everyone for your input.

Deleted3619564User
To avoid the "mute" NPC problem (after installing a mod in a different language or other):- open the mod in CS (or CSE). Change the RACE NAME (if the mod has changed some races) MATCHING YOUR OBLIVION LANGUAGE VERSION.- ensure the same name in sound\voice\oblivion.esm If the voice file in a bsa file, you need to unpackage the bsa, change the folder name matching the race name in the oblivion language and repackage the bsa.
