Omny
I was watching this video here and it raised a few good points and criticisms regarding FO4's perk system. For those who can't/don't want to watch, the gist of it is that the perks that raise weapon damage and personal resistance (Big Leagues, Toughness, Gunslinger, etc.) are flawed because if the player wants to become stronger and tougher, they're forced to take them at the expense of other perks, rather than simply playing the game longer to get better. It's similar to the perks in Fallout 3 and New Vegas that simply dump a handful of points into certain skill slots (Daddy's Girl/Boy, Thief, Gun Nut, etc), in that they simply boost numbers that you could have boosted yourself anyway rather than getting a new ability that changes the way you play the game in a small but useful manner (Grim Reaper's Sprint, Robotics Expert, etc). With the way this system is now, it's possible you can be at level 50 and your enemies are tougher than ever, but your weapons and damage resistance are still the same as they always were; not because you haven't faced numerous trials and tribulations that tested your might and will, but because you didn't buy the right perk earlier. That just seems a bit limiting. So what I'm proposing is a mod that changes the way weapon damage and resistance works: instead of being tied to a perk, your weapon damage is based on your current level, and perhaps an appropriate SPECIAL stat (Strength for melee/unarmed, Perception for explosives, Endurance for heavy weapons, Intelligence for energy weapons, Agility for guns, etc). As you level up, your guns slowly become more powerful just as you do. In addition, your personal damage resistance grows as well, little by little. A higher Endurance will make it grow a wee bit faster, and maybe the amount of damage you take without dying can effect it as well (scar tissue? you mean "natural armor"?). Sort of similar to the way you'd level up Light/Heavy armor in Skyrim. The previously damage-enhancing perks left over could now change the way weapons work in ways other than raw damage: Big Leagues and Iron Fist could increase swing speed and/or disarm/cripple chance, Commando could increase fire rate and/or accuracy, and so on. If anyone has any suggestions or feedback let me know- I only have a general idea of how this would change the game, so any ideas on how to build on this would be appreciated.
