Did you set up NMM correctly, are the nmm filepaths ok?

Do other mods work?

Does it show up in the mods in NMM after activating it. Look at the other tab next to the tab you activate/install mods from, shows the esp's as a list that are active.

Did you make the right choices when you installed the mod through nmm? Chose the options for when not using settlement keywords?

You manually installed and it crashes, highly probable you misplaced files when you manually installed the mod.

Difficult fix if you want to keep your gamefolder clean.

Try manually installing again taking great care you place every single file in the correct folder.

Or

Delete all the files you manually installed.

Or

( might as well do this straight away since it's almost gaurenteed your going to have to reinstall anyway by now)

Backup your savegames and reinstall the game, set up NMM correctly for FO4 and read the readme from the modpage and follow every step to the letter.

It's working for tons of people without a problem through NMM so the problem is on your side.
