Without affecting player speed.The standard timescale is 30 hours in game for every 1 hour real time. There are a number of mods around what change this scale to various amounts. You can also adjust it through console. I would however recommend my own mod http://www.tessource.net/files/file.php?id=5859 since it fixes some quests which are broken by changing the timescale. You can still adjust it to whatever you want through console if you don't like the scale I decided to go with which was 15 game hours for every 1 hour real time. In alot of testing I really found that the scale works best at about 2-5 game hours for every 1 hour due to various issues with the AI. It also seemed a bit off being able to run from one city to another in less than an hour (not to mention the whole span of the oblivion event happening within a single week), while a scale of 2-5 allowed there to be some significant passage of time in the game. To change the timescale in console, open console by pressing the ` key (above the tab key) they typing "set timescale to X" with "X" being the number of game hours you want to pass with every hour in real time.
