Using templates for spawning leveled NPC's

I want to create a single spawn marker linked to a single leveled Character template containing several leveled NPC that spawns the NPC's depending on the players level. The confusion I am having is do you link the template in the leveled characters category to the spawn marker or do you link the individual NPC's from the NPC object category? May seem like a strange question but in the leveled Character templates category none of the templates appear to be linked to anything in the game world itself and yet all the templates contain various NPC's from the NPC object category, It is all the individual NPC's in the NPC category that are linked to markers in the game world.

 

While on the topic of spawn markers can you link more than one NPC/Creature to spawn from the same marker at the same time using the NPC/Creature object category instead of the the leveled character object category?
