I've used the Altar of Spellmaking, but I only have options for Magnitude, Duration and Range, as well as the desired skill. All spells made this way turn up as Touch spells. I figured that it could not be done because you are making spells to benefit yourself not destroy. I really would like to know too, but I do not think it can be done with out a mod.
