Question about in-game music changes

Right, I'm a big fan of changing Oblivion's music depending on, well, anything from characters to boredom with the current set. But I recently got to wondering if it was possible to make more context-sensitive songs. For example, battle music. While it's possible to get some that fits any situation, sometimes you get dark and heavy stuff while killing rats and "yay I'm winning!" while being mauled by seven Minotaurs and a unicorn on level one because you stumbled into Harcane grove.

So... is it possible to change music to be health-sensitive or something? Or fatigue, or enemy level, or whatever? I'd be thinking that you'd get something that, when a song ended, it'd switch to the most appropriate one, labeled by you (maybe a different folders?).

Finally, if this is at all possible, would using OBSE be required, and if not, how much could OBSE improve the effect?

I might be able to do something with it if it doesn't need OBSE, actually, but I'd need to look at the Scripting Tutorial every new line. Including the End lines. Each one.
