Purple heads on some NPCS

I'm getting purple heads on some NPCs like all the omertas thugs and some NCR NPCs. I'm not sure if it has to do with FCO and Fallout redesigned 3? or maybe my load order?

You can only have either FCO or NVR3 on. You cant have both activated. Also give archive invalidation a try.
