NVSE not working (hope not repetitive) - as in not activating

Sorry if this may have been repeated, but I have to ask...

I have Fallout-NV and was trying to install NVSE; however, as I have moved the files to the proper spot even as shown in video tutorials, it doesn't even work.

Why "doesn't it work"? It opens the game normally only. the " ` " key does nothing and the stutter thing doesn't even install. I am using Windows 10 and can only run the game mods from Nexus Mod Manager at best (as Fallout Mod Manager malfunctions and doesn't even run). The only things that do are outfit mods and body change sets or Pipboy change to PS Vita (which also makes an annoying looping sound when pulled out until put away)

The only versions on the site which produced it are type 5.02 stable and 5.03 beta, and I have tried both seperately but neither differ; they both only run the normal game itself though quickly to open.

What could I be doing wrong here?

(PS: I hope I didn't ask this before........ I think I did but I can't remember as my case was never resolved if I did?)

This sounds like you have confused expectations as to what NVSE does. By itself, you do nothing to "activate it". It is an "extension" library (a "dll") that can be used by mods. Without such mods designed to interact with it, it does nothing. The mods that do use it look for it in the "data\NVSE" folder. Normaly you have no idea if it is being used or not. There is a log file in that folder that reports when it initializes. If that is not reporting errors, then NVSE is working fine.

By " the '`' key " I expect you are attempting to open the console in the game? (That is usually referred to as the "~" key, but it can vary with different keyboards.) Again, that has nothing to do with NVSE. It merely opens a "console line prompt" in the lower left corner of the screen where you can enter a console command such as "player.getav karma". The result displays in white text just above that space.

As for your problems getting things to install, I'm guessing that you have the game installed to the default "C:\Program Files" folder tree. If so, I suggest you read this article and re-install all your games elsewhere.
