Mod Request: Improved Ice Spell

I have been searching around TES Nexus and Nexus forum, I can't really find a mod that change the Ice Spells like the Fire Spell being improved; http://www.tesnexus.com/downloads/file.php?id=9058.

 

So I'm here to request for the mod to improve the Ice Spell instead of you shooting a cloud out of your hand.

 

Some references to refer to for the improvement.

 

When you shoot ice, the projectitle should be;

Attachment 1(ice shard.bmp)

 

And when the spell hits something or your target, the after-effect should be;
