XCOM2 Help with Strategy Map scanning time modification and Avenger flying speed

Does anybody know how to edit the time that objectives on the Strategy map require to scan to obtain. I think its an ini value probably a multiplier than can be edited. Also how fast ie how much time passes while the avenger is flying. I thought it might be on the DefaultGameBoard.ini but I don't think it is now. It's possibly DefaultGameCore.ini but I don't know where or maybe I'm just not knowledgeable enough to know what to look for.
