I don't remember when it start but i think it is in the Operation Anchorage. You could also start a new game and see if you can use console to level up past your current point. If it works in a new game chances are something's gone belly up in your current game. I will try a new game ... i think. As long as you don't overwrite any of your current saves, you can start a new game, test the theory out and then if it doesn't work just reload your old game.
