Random stuttering in Oblivion, and occasional freezes.

I'm having so problems playing oblivion, which worked fine on my system a year ago.

While randomly walking around, or beginning or ending combat (when the music changes), my game will pause for a few seconds, even when I'm loading the pause menu or in the console, but the sound keeps on playing. On occasion (and this has become more common after installing actors in charge, living economy, and illumination within), the game will freeze altogether--the music will stop, as well as my mouse, and I am forced to cut off my computer's power. If I hit the power button once to initiate the shutdown sequence, my fans speed up to the point where it sounds like my computer will melt down.

My system:

P4 630 (3.0Ghz)

Dell Intel i925X Motherboard

1GB RAM at 195.5 MHz

PNY GeForce 7900 GS

2 75GB HDD's at 7,200 RPM

Mods active:

Actors in Charge

Black Luster Armor

Eyja

Frostmourne

Illumination Within

Living Economy (both mods)

M.O.E.

Myths and Legends 2

No Psychic Guards v1.2

RealisticForce Medium

Streamline 3.0

Thieve's Arsenal

TNR

Ren's Beauty Pack

BTMod

Elven Redux Maps

Exnems Body

It's had the same lag, but no complete freezes back when I was using Eshme's v2 and Beauty Pack along with some official plugins...like I said, I used similar plugins before and had no problems, but recently reformatted and now it doesn't work.

I've tried disabling my antivirus (Kaspersky), no dice.

I've obviously done virus/spyware scanning.

Another problem might have been Diskeeper, the only major app I had began using in between the two, so I disabled Auto-defrag, again it didn't work.

Any ideas?

Hmm...I've tried disabling all programs with "hp" in the name as well as disabling illumination, which seems to stop the lockups, but not the stuttering/pausing. I'm assuming this the ram issue, but the only active programs in the background (somewhat contradictory, but I'm referring to stuff like firefox, vent, explorer windows, etc.) are all closed.
