Would be really awesome if someone could make a mod to allow smiths to dismantle all those worthless monster mutagens into lesser mutagens.

Already exists, but it uses alchemy recipes, not smith dismantling. Search "Mutagen Dissolution" and it should come up. It hasn't been updated recently, however I can confirm it works fine on the current version of the game
