Can't open withcer 3 due to not meeting minimal requirements

Hello dude, thanks for helping solving my problem.

 

Here is the situation:

 

I followed the instruction of "How to run The Witcher 3 if your PC does not meet the minimum system requirements" on the youtube.

 

But while I open the W3HC-0.7.7, it came out this

I cant open my launcher because of this

And my user.settings file is at 'C:\Users\user\Documents\The Witcher 3'

 

By the way, i dont even have this ' user.settings ' file

Direct X 11 is the most basic component of the game. it's essentially what allows the computer to create the game world. Without a GPU capable of running it, you won't be able to run the game. While you may be able to somehow get 11 on your computer illegally, the risk of completely crippling your computer permanently is high. Unfortunately there probably isn't a legitimate way for you to get this game working on that current PC you have there.
