changing weapon mod availability

has anyone here successfully managed to limit the availability of a weapon mod by any means besides perks/component availability?

I'm trying to make it so that you can customise the pipe rifle and turn it into a bolt action or revolver - that part works - but neither of those weapons (by default) have any options for magazines, and i'd like to either make the magazine category disappear and/or limit which mags you can select when you switch to bolt action or revolver function, and vice versa.
However, the game appears to completely ignore things like keyword change, instead making all options available regardless.
