Badly glitched camera

Skyrim Legendary Edtion, latest version located at D:, using Mod Organizer, Wrye Bash, TES5Edit and LOOT. SKSE v1.7.3

It happened only recently when I entered a cave when doing a quest from Interesting NPCs. The camera stopped moving up and down and it can only move right and left, so I tried fixing in-game by using the console (tfc and tlc, separately) but it didn't fix, then I tried reinstalling XPMSE and The Joy of Perspective and deactivate one or both of them to see if they're the cause but they don't cause the camera glitch. And switching to 3rd person will teleport me to somewhere near Whiterun without a loading screen and I get completely stuck floating in the sky and can't switch to 1st or 3rd person view, same thing happens when transforming into Vampire Lord or Werewolf. I also tried riding a horse, it gives a weird shoulder view and distorts my character's whole body not until I press F to change the POV to the normal 3rd person horse ride, but the camera won't work while moving, so the only way to go left and right (strafing) when riding a horse is the A/D keys. I searched in google and found no solution for this glitch and it's game-breaking. And when I talk to NPC's the camera shifts to the NPC I'm talking to as if I weren't talking to them first. I am having the same problem, the only fix I found in some random google search was to use a console command of tc while highlighting an actor or horse then exiting the console command menu moving around a little bit and then using the console command tc again on that same actor or horse. It seems to reset the camera on back on my player, but it wont work if there aren't any npc's around that you can use tc command on. Hope this works for you since I know just how frustrating this glitch was for me.

Try spawning in either a tanning rack, armour workbench or grindstone with the console and use it, sometimes doing an animation can fix a glitched camera, don't forget to delete whatever you spawned to fix your issue. Sometimes saving and exiting the game can reset a glitched camera ...
